The State government has decided to fast-track development of the prestigious National Investment and Manufacturing Zone (NIMZ) in Tumkur district, which will be an autonomous and self-governed industrial township.
Karnataka Industrial Areas Development Board (KIADB) and Karnataka State Industrial and Infrastructure Development Corporation (KSIIDC) have been recently directed to take all necessary measures to take the project forward.
The KSIIDC, which has been appointed the nodal agency to coordinate with the Centre in implementing the project, is planning to include the Vasanthnarasapura industrial area in Tumkur as part of the project, which requires an estimated 12,500 acres.
The project will come under the limits of the proposed Bangalore-Mumbai corridor. The KIADB has already acquired about 4,500 acres for the purpose, official sources said.
The Centre recently gave in principle approval to the project proposal submitted by the State government. The Centre will fund the project entirely and the State government will provide land, water, power and necessary approvals.
The Centre will also create the enabling policy frame work and provide incentives for infrastructure development on PPP basis at NIMZ, which is planned to be a greenfield integrated industrial township. It is expected to provide employment opportunities to about one lakh people, sources said.
The KSIIDC has been taking measures to appoint a consultant to prepare a detailed project report (DPR), which will be submitted to the Centre, seeking its final approval. The corporation has estimated that the NIMZ requires 60 to 75 million litres per day (MLD) of water. It has been planned to draw water from the Gorur dam.
Of the total land availability, about 30 per cent has been planned to be earmarked for industrial purpose as per the national manufacturing policy.
The corporation is likely to urge the State government to establish a separate planning and development authority for the zone on the lines of the Bangalore International Airport Area Planning Authority and the Bangalore-Mysore Infrastructure Corridor Area Planning Authority. Besides, an infrastructure and master plan will be prepared and a separate project implementation authority will be set up to develop the land and infrastructure facilities.
The proposed project will be managed by a special purpose vehicle under separate NIMZ legislation. The proposed SPV will be empowered to develop, operate and manage the NIMZ.
It will take steps for the preparation and enforcement of the master plan, providing the necessary infrastructure, selection of the developer, maintenance of the infrastructure, granting approvals and facilitating clearances to units and regulation of levy of user or service charges for using infrastructure within the NIMZ, sources said.
When contacted, Commissioner to the Industries and Commerce department, M Maheshwar Rao, said all steps are being taken to expedite the process to get the Centre’s clearance. The DPR will be prepared soon and submitted to the Centre, he added.
